Willis David Hoover was born in Jackson County, Missouri and raised in Lamoni, Iowa and Shenandoah, Iowa. After starting out as a coffee house folk singer as a teenager, Hoover moved to Nashville in the 1960s and became a songwriter. His songs were recorded by Tina Turner, Eddy Arnold and country music outlaws Tompall Glaser and Waylon Jennings. After retiring from the music industry, Hoover became a writer.

Apr猫s avoir d茅but茅 comme un chanteur folklorique de caf茅 脿 l'adolescence, Hoover a d茅m茅nag茅 脿 Nashville dans les ann茅es 1960 et est devenu un auteur-compositeur. Ses chansons ont 茅t茅 enregistr茅es par Tina Turner, Eddy Arnold et les hors-la-loi de la musique country Tompall Glaser et Waylon Jennings. Apr猫s s'锚tre retir茅 de l'industrie musicale, Hoover est devenu un 茅crivain.
